GTA 6 estimated to cost over US$1 billion, set to become the most expensive game ever made

Costly would be an understatement.

Speculation surrounding Grand Theft Auto VI’s development budget has circulated ever since the game was announced in 2023. Now, as its 19 November release approaches–assuming there are no further delays–recent estimates suggest that the project has entered the staggering billion-dollar range.

According to Business Insider via IGN, GTA VI is estimated to cost between US$1 billion and US$1.5 billion to make, potentially making it the most expensive video game ever produced. 

While the figures have not been officially confirmed by developer Take-Two Interactive or publisher Rockstar Games, the estimates are based on projections from industry analysts, referenced in a Bloomberg interview with Take-Two's CEO Strauss Zelnick.

Is GTA VI the most expensive game ever made?

If the reported estimates are accurate, GTA VI would comfortably become the most expensive game ever developed, with its over US$1 billion budget.

The figures have raised the ceiling significantly for the games industry. For comparison, its predecessor Grand Theft Auto V reportedly cost around US$265 million to make, making it the industry’s most expensive game at the time of its release in 2013.

More than a decade later, other major AAA productions have caught on, which include Red Dead Redemption 2 at an estimated $500 million and Marathon at around $250 million.

Another title worth mentioning is Cloud Imperium Games' Star Citizen, which accumulated roughly $859 million–albeit via crowdfunding–and additional early access sales that then pushed development near the US$1 billion benchmark.

Take-Two CEO ‘terrified’ by GTA VI expectations

A billion-dollar budget is certainly a milestone, but we aren't exactly sure if that's good news or not for GTA VI. 

GTA VI's high budget obviously comes with equal pressure and risk. It is arguably the most anticipated video game release in modern history, with much of the gaming industry closely watching its launch. The title has already faced two delays (first, and second), which doesn’t quite help to cushion the pressure.

Just days ago, Strauss Zelnick addressed analysts’ projections that the game could achieve record-breaking sales. The Take-Two CEO described the situation as “very, very exciting and terrifying because the expectations are so high”.

The CEO isn’t alone on this one however, as fans themselves are chewing their nails awaiting the game’s November launch.

How many copies does GTA VI need to sell to succeed?

GTA VI could become the most successful video game of all time, or it could crash and burn–especially with its towering budget. But if analysts are accurate, Take-Two and Rockstar have nothing to worry about.

Analysts suggest the title could sell around 25 million copies on launch day alone, potentially generating over $7.6 billion in revenue within its first month. At the same time, analysts have also warned that sales significantly below expectations– particularly under 10 million copies early on–would be a disaster.

Zelnick also confirmed in the same report that GTA VI will not launch on PC early on, as the studio focuses on the console audience. The game’s retail price has yet to be officially announced, though speculation suggests it could exceed US$80, with some believing it may even cross the US$100 mark.

GTA VI is currently scheduled to launch on 19 November, 2026 for PlayStation 5 and Xbox Series X|S.
