Lucio patch is out with several changes from the PTR

Rexxar, Tassadar, Lucio and more have had further adjustments since the PTR. As for Murky? He still looks like the real deal.

Rexxar

Rexxar has gotten mainly buffs, with the only nerf being his most popular level 7 talent, Aspect of the Beast. Flare at level 1 has a 25-second cooldown now, meaning there are only 5 seconds of downtime between consecutive flares.

Talents

  • Level 1
    • Flare (Active)
      • Cooldown reduced from 30 to 25 seconds
  • Level 4
    • Hungry Bear (Passive)
      • Heal amount increased from 4 to 4.5% of Misha’s Maximum Health
  • Level 7
    • Aspect of the Beast (W)
      • Cooldown reduction decreased from 1.5 to 1.25 seconds
  • Level 13
    • Aspect of the Hawk (Q)
      • Duration is now refreshed if Rexxar hits an enemy Hero with Spirit Swoop while the Aspect of the Hawk effect is active
      • Rexxar attack speed bonus increased from 100 to 125%
      • Misha Bonus attack duration increased from .5 to .75 seconds

The Butcher

This feels more like a QOL change but is also a slight buff. Though I doubt canceling Butcher's Brand was the reason The Butcher is a very fringe pick, at least all of the one-tricks out there have a reason to celebrate.

Abilities

  • Butcher's Brand (W)
    • Casting animation has been sped up by roughly 33%. This should reduce instances of canceling this ability by rapidly issuing other commands.

Valeera

Valeera has gotten tons of buffs this patch, but those were already available to see in the PTR patch. The only change between that and the official patch is this small nerf to Cheap Shot.

Cheap Shot (W)

  • Stun duration reduced from 1.5 to 1.25 seconds

Did Valeera need this nerf because she as a hero was too strong? No. But Cheap Shot was so good it made playing her decidedly less fun and stifled many cool builds from ever seeing the light of day. When the correct answer in stealth is always Cheap Shot, Ambush and Garrote builds feel a lot worse to play.

Lucio

Lucio has been changed since the PTR and they surprisingly upped his offensive capabilities. The nerf to Sound Barrier seems negligible as his supportive heroic is likely too powerful to ever pass up, but these changes make a more damage oriented Lucio more viable

  • Basic Attack damage increased from 23 to 24

Abilities

  • Sound Barrier (R)
    • Cooldown increased from 70 to 80 seconds
  • Reverse Amp (R)
    • Cooldown reduced from 50 to 40 seconds
    • Damage increased from 12.5 to 14

Tassadar

Tassadar has had the largest number of changes which were sorely needed.  Khala's light and Archon were nerfed significantly, and more emphasis has been placed on his slowing ability and auto attack range. He has been unanimously considered the best hero in the game so moving him into a more utility based role and less about raw damage and damage negation seems like a good move.
