What's With This BastionMain player that has been popping up in Streamers' Games?

The last couple days there's been a meme account called BastionMain that has started popping up in people's streams and ending up in videos and compilations. He talks using some kind of robot voice changer and plays music/sound effects when he attempts to do something ridiculous. It's very similar to another player who popped up in Emongg's streams "talking" in morse code and/or like R2-D2, and spammed loud Avengers/Mission Impossible/Star Wars music when doing something ridiculous (or when pressing Q).

BastionMain is the one I'm focusing on right now because the other guy was not a one trick. This is their account on Overbuff. I'm pretty sure that's the one because it's the most recently active account (yesterday) on PC.

It's obviously a smurf account but what I can't figure out is how they managed to get into the top 500 (392 in RedShell's video) AND be the #1 ranked Bastion player in Overwatch (according to Overbuff, Kolorblind's account is private so they don't have his information). How does a DPS player who is an obvious meme account get into the top 1% of players for skill rating with poor elim, obj elim, obj time, DMG numbers and so-so death percentage? He's also got a 53% win rate (52% with Bastion, 100% in the handful of games he played in Support and Tank). Is it the accuracy numbers? Does self healing matter that much in terms of "skill"?

Also, what are the odds it's a smurf account of someone well known... like Kolorblind?

Edit: I know Streamers love it because it's basically free content (Super even said so himself), but I wonder how much of a pain it must be for normal players to play around a Bastion that doesn't get many elims, doesn't do much damage, and almost never touches point... and yet still manages to get to Top 500.
