VAC is based on whether or not actually cheats are detected, not whether it seems like the player is cheating or not. Even if Valve decides flusha is a hacker, only VAC can issue a ban, which is a completely automated system (with the exception of Overwatch.) The only way anyone will ever know if flusha is/has cheating is if VAC bans him. Just because it's people's opinion that he is cheating doesn't make it true.
