http://data.eswc.com/rules/2011/en/ESWC_2011_DOTA_REGULATION_EN_1_01.pdf
CHAPTER 2 - TOURNAMENT 2.02 MATCH FORMATS ARTICLE 10. TIME RATING The “Time Rating” is a value inversely proportional to the time of a match (1 / time). It is used to determine more precisely the outcome of a match and may be used in the tie breaker process of a group stage. The time is expressed in minutes and rounded down. The rating is a positive value for the winner and a negative value for the loser. Example for a Match: With a match length of 20 minutes, the time rating of the match will be 1/20 (0.05). The winner will have a +0.05 time rating and the loser will have a -0.05 time rating. Example for a Group Stage: When three teams finish equal on points in a group stage, the teams Time Rating will be used as tie-breaker. Assuming team A won its first game in 60 minutes and lost its second game in 90 minutes, the team’s Time Rating will respectively be +1/60 and -1/90 totalizing 0.0055 for team A. Assuming Team B lost its first game in 60 minutes and won its second game in 50 minutes, the team’s Time Rating will respectively be -1/60 and +1/50 totalizing 0.0033 for team B. Assuming Team C won its first game in 90 minutes and lost its second game in 50 minutes, the team’s Time Rating will respectively be +1/90 and -1/50 totalizing -0.0088 for team C. At the end, team A finishes first with 0.0055, team B finished second with 0.0033 and team C finishes third with - 0.0088.

So Rules are rules and must be obeyed
