Aphelios: I've lost count of how many times he's been nerfed this season.

Cassiopeia: Hit top-lane Cass significantly harder than anywhere else, falling nearly 2.5% WR in the role.

Kog'Maw: AP Kog mid appears to be back in action, to middling success so far. Looks like 10.13 was a net nerf to Kog bot, as the relatively insignificant ratio buffs weren't as significant as some meta changes, such as...

Lucian: Slowly on the ascent, the quintessential bot-lane bully saw his WR bump a full percent in all 3 roles he sees play in.

Nunu: AP Nunu mid exists now; I'm sure we're all happy about that. Went from an outright troll pick (31% WR - 0.06% PR) to reasonable (49% WR - 0.73% PR) overnight.

Vi: A nice healthy buff to one of my favorite junglers, adding some mobility later in the game when she needs it most.

TL;DR: While these champions weren't changed directly, their WR/PR was influenced either by meta changes, or by item/rune changes. For 10.13, main drivers include nerfs to Conqueror and Guardian, as well as nerfs to the usability of Death's Dance on ranged champions.
