It seems like Riot doesn't really care, there's been posts about this for months and no response.
For those who don't know, Ryze's Flux damage amplification incorrectly does not apply to targets that are shielded.

There's also a couple other bugs:
Q sometimes isn't always reset. It can also miss targets that are too close to you.
W sometimes has no effect while also going on cooldown. This one is rather rare and I've never been able to deliberately reproduce it, but when it does happens it's a very feelsbad moment and almost always results in your death.
