RiotRU not punishing rigging by winners of the CIS Major University Tournament and ignoring problems

Recently University LOL championship were held in CIS. Team that won the finals (SPSUoT), had a huge difference in adc performance in online and offline parts, CIS LoL Community suspects this team of replacing adc player for a better one to get through online part to the finals. Сommunity has noticed adc of SPSUoT is playing unexpectedly skilled mechanics- and decision-wise in the online part and and doesn't stand to that level in offline part at all. All requests to check the Adc player, which Riot were getting from various teams since the first game of the tournament, were followed only by ip-check and messaging with captain of the team (who rejected all accusations, who would've thought). SimSin (original starter of this topic in RU community, semi-pro competitor in LCL CS) made a 30-page investigation covering performance and motives of SPSUoT and collected proofs, but it was ignored by RU Riot until it drew a lot of attention by CIS LoL community (below you can find a link to the translation of this document)

Earlier during the online bracket Riot Referee even honestly admitted they can't check those tickets, because 'the players are playing from the same place'.

Now every team participating in the online part of the RiotRU future tournaments knows the way to make it to the lan finals. Only thing that matters is the same IP, so any bootcamp, computer club or even playing from your friend's house makes you invulnerable and unpunishable. RiotRU are not interested in punishing SPSUoT because they care much more about their reputation for their sponsor RedBull, who took a great part in hosting the event. RiotRU know RedBull won't cooperate with them anymore in case winners of the recent tournament are acknowledged as fraudsters, since it's a big scandal. That's why RiotRU aren't interested in punishing those players.

TL:DR CIS University team used account sharing in Univesity LOL tournament (hosted by RU Riot) to play with D1-D2 EUW adc during online part. RU Riot ignores all the proofs and reaction of the community (like they usually do) and says that everything is legit
