I think this is an incredibly good idea, and should probably be implemented in ranked as well.

Not everybody has access to multiple phone numbers.
You may, and many others will, but I'm willing to bet the vast majority of players do not. I live with my so, she also plays, thats two people who are stuck to one account each. There are many, many players who live alone or live with their partner or roomates who also play. In addition, parents or siblings may not want to give out their phone number. As for burner numbers, there are tons of people who are not willing to spend any money at all on a smurf (or even on their main) or who simply don't care enough to search out a way to get a temporary number.
While many, many people will still fall though the cracks of this system, if Riot cuts 10% of the smurfs in existence, they will improve the game significantly for many more players. One smurf can ruin the game for five other people, so 100 smurfs removed from the game is a potential 500 happier players.
