Artanis can cast E (Phase Prism) while he is using Blade Dash on the PTR, and it cancels his Blade Dash when it hits a hero.
What does this mean? Well, Artanis will finally be able to initiate fights and use his Q as an actual gap closer. It also means that opposing teams will no longer be able to necessarily just ready their CC for the end point of Artanis' Blade Dash. It's likely that something will have to be done about the swap distance, as it is possible to displace a target a ridiculous distance if the right talents are chosen. Nonetheless, this represents a massive buff to Artanis's skill ceiling, survivability, and predictability, which players often complained about and is why he was never really seen at the pro level.
In the same Reddit thread, an official response about the accidental inclusion was clarified by Blizzard staff:
A change like this requires many accompanying changes (even slight reworks to talents, etc, but needs some art support as well) to be properly done. Although no promises can be made about this, we're trying our best to make this happen! We know you all are/have been excited at the prospect of this change.
