The deal is that the semi progamers will have to participate in the OnGameNet Pro League in order to "bump up to pro gamer status". The difference from the last rules are that you won't have to participate in the OnGameNet Starleague. But, there's another way of becoming a real progamer. It's called the Courage Tournament.
The Courage Tournament was an amateur tournament where the Top 4 were given the semi pro (jun pro) status, and a chance to make it to the OnGameNet Challenge League. And this week, 41 players (Top 4 from Courage Tournaments and some semi pros who have lined up waiting) have now been made full-fledged progamers. Here's the list:

So what's the difference between a semi pro and a progamer? Well, Legionnaire says in a comment to the article that you may play a lot more tournaments such as the second round of OnGameNet Pro League, where no amateurs are allowed.
