Here's how you do it:
Me and several of my friends have been having lags for weeks if not months. I've finally noticed that my "choke" ratio was at 50-70% and "Max Acceptable Game Traffic Bandwidth" was on "Extremely Restricted".
After changing it back to a higher value (here: "Unrestricted") the game at last feels as it used to be.
