Well there has been a few 803 errors a few days back. But it been solved. Nothing regarding the slow response of the site.

Yoshi is right. The page is generated locally and only depends on your hardware and software. Also connections don't go from gg to your isp to you. It has to go through other nodes any one of which might have a problem. You can still load the page meaning you can get around it, but of course it's taking longer. Then sometimes it doesn't load because one of the nodes dropped your link.
