You get to his ramp with your army, even if you weren't aware of him lifting the rax he can't do anything in time to stop a good worker drill there. Only issue is counter attacks by his ally.

But he won't lift his barrack until killed your scout with 1-3 rines. So it would be difficult to expect that.
