Well, Viking is also anti-air, but for different units. While Thor does a lot of small missiles to the target, he is great vs air light units, like Mutalisks, Phoenixes etc, and of course vs Mass Air units. On the other side, Vikings are good vs small amount of Armored air units, like Carriers, Battle Cruisers, Brood Lords, etc... Point is that both of them will be used for different strategies, so the Role of the Thor won't overlap the role of the Viking. Beside in TvZ, you can use Thors vs mass Mutalisks, and Mutas won't stand a chance vs only 1 Thor! But you can also do 5-6 Vikings going for Overlord hunt, and then transform them in a Ground mode, and kill some drones. That is what I like in SC2, there is so much options and alternatives with only one units, and that isn't even a strategy! :)
