According to the official League of Legends forums, this is actually intended as a QOL (Quality of Life) change to bring Udyr up to par with other bruisers in the jungle instead of making him overly kiteable.
Regardless of the lack of gap closing initiation and a rather insecure jungle as opposed to the popular junglers in the current metagame, Diamondprox still found success with him in MLG at the top level of international competition. He used him in both games against KT Rolster B, applying a more-than-adequate amount of pressure on the map.
On top of this change is an already implemented change disregarded in Udyr's tooltips in which similar to Fizz or Janna with any points in Zephyr, Udyr will be able to walk through minions during the duration of his speed increase granted by Bear Stance. Will this make the beast incredibly scary and overpowered or is this exactly what he needs?
