EDIT: My theory craft math was corrected, as a 50% faster cooldown is not that same as a 100% increased cooldown. The common mistake is to read the tooltip as "Cooldowns only take half as long" but that is not the case.
The new Innervate

Cooldown: 30 seconds
Grant allied Hero 15% of their maximum Mana over 5 seconds. Now causes the target’s Basic Abilities to cooldown 50% faster for the duration of Innervate.
- Can have its cooldown reduced by 10 seconds at level 1 via Shando's Clarity talent.
- Can have its cooldown decreased further at level 16 via Hardened Focus.
- Both talents result in a 10 second cool down Innvervate

The 3-second cooldown of Sand Blast is 2 seconds under the influence of Innervate.
- Max value with Shifting Sands talent:
Shifting Sands
Hitting an enemy Hero with Sand Blast increases your Ability Power by 10% for the next 10 seconds. This bonus can be stacked up to 50%, and the duration is refreshed whenever you damage enemy Heroes with Sand Blast.
- Quantum Overdrive and Fast Forward also benefit from the reduced cool down:

Activate to increase Ability Power by 25% for 10 seconds.
Fast Forward
If Sand Blast travels at least 75% of its base distance and hits a Hero, its cooldown is reduced to 1 second.
- With Mobius Loop talent, Dragon's Breath cooldown can be reduced to 5.25 seconds while innervated.
Guldan
- The 1.5-second cooldown of Felflame is reduced to only 1 second.
- That means in 5 seconds, Guldan can shoot off roughly 5 Fel Flames
- At level 16, Rampant Hellfire benefits greatly from Malfurion spamming Innervate on Guldan:

Fel Flame's damage is increased by 6% for 5 seconds when hitting an enemy Hero. This can stack up to 5 times
Jaina
- The 4-second Cooldown of Frost bolt is reduced to around 2.75 seconds.
- Combine that with the level 7 talent Ice lance to get seemingly 0 cool down frost bolts as long as you hit an enemy and are innervated.
Ice Lance
When Frostbolt hits a Chilled target its cooldown is reduced by 2 seconds and you regain 10 Mana.
- Impressive burst damage at level 7.
- With Icy Veins already causing cooldowns to recharge 3 times as fast, Cone of Cold and Blizzard can become spam-able with the help of Innervate
Li-Ming
- The 3-second cooldown of Magic Missles is reduced to 2 seconds.
- Li-Ming doesn't benefit that much from cooldown reduction due to her Critical mass. However, combined with the level 16 talent, Fireflies, things can get a little nutty:

Drastically increases Magic Missiles speed, and lowers its cooldown by 1 second.
- This makes Magic Missiles now a 1 second cool down when Li-Ming is innervated.
- This is incredible DPS on a Boss, Immortal, or any other stationary target.
Li-Li
- The 3-second cooldown of Healing Brew becomes 2 seconds.
- Combined with Kung Fu Hustle, Li-Li's Healing Brew cool down can be as short as .75 seconds.
- Potential double support pairing, as Innervate substantially increases Li-Li's healing and Blind capabilities
