This is how live stream matches can be exploit. The answer is obvious to your question. Any team is not allowed to watch stream while playing. By watching, the team will know if the support will roam to gank and they will know where wards are placed. But we can't tell with evidence if any team watch live stream while playing the game.

Yeah, of course its illegal. The easiest way against this (while being as close to 'live') is several minutes of cast delay, but things like Wards and Hero Movement can still be somewhat given out.
As using a MH, there is still no definite way to ensure that the opponent team is not doing this (specially since these players already have a good sense of awareness by themselves). However, it is highly unethical and we'd rather give these Competing teams the respect and benefit of the doubt, rather than being skeptical.

well just a thought what if say for example they pause the game and make an excuse lets say lag/delay and they ask for some timeout while theyre pausing another man watching the stream tells the team everything like where wards are placed and where heroes are currently at just a thought
