How to priotise all of my bandwidth for steam only?

I don't understand why I had high pings while playing DOTA2 in steam; at the same time, when I go to you-tube, I can load 720p videos without having to wait for it to buffer. Doesn't this suppose to mean that my connection is very good? But why can I play smoothly with low pings?

P/S: I am 100% sure I am playing at my own region server.

Games already get priority by using UDP. Don't go running random software if you don't know what you are doing. Typically a network problem is out of your control. The most you can do is ask your ISP to figure it out.

Also don't go using random config settings if you don't understand them.

You should ask other people on the server if they have the same issue.
