Put this on your console by pressing {`}

rate "80000"
cl_cmdrate "40"
cl_updaterate "40"
cl_interp_ratio "1"
cl_interp "0"
cl_smoothtime "0.01"
cl_lagcompensation "1"
cl_pred_optimize "2"
cl_smooth "0"
cl_smoothtime "0.01"

then, Start Task Manager
Go to "Processes"
after that Rightclick your dota.exe in processes
Set priority to Above Normal or High.

and set your display mode to Window not full screen
and aspect ratio to 10:16
Off your VSYNC and anti-Alliasing

Download PingPlotter, search it on google.
to detecting your IP address and your ping gets normal :D

Try it guys, this is Effective in my laptop
I have a VideoCard problem and PC is weak

to #5

rate = maximum amount of bytes/sec the host can receive data
cl_updaterate = amount of updates recieved from server per second
cl_cmdrate = amount of updates sent to server per second
cl_interp = sets the interpolation amount
cl_interp_ratio = sets the interpolation amount (final amount is cl_interp_ratio / cl_updaterate)
cl_smoothtime = smooth client's view after prediction error over this many seconds
cl_lagcompensation = no idea, but 1 is default anyways so makes no sense to change it?
cl_pred_optimize = is also default by 2, no affect
cl_smooth = smooth view/eye origin after prediction errors
