The first line means:

and the 2nd line obviously means:

Dai is using Tinker.

So IceFrog is looking for teams that dont give up easily?

He always payed attention to the feedback from pro players
in fact he's been following the comp. scene for years and nerfed/buffed heroes according to their performance in pro games.

On a seriously note. I renember back then when EHOME beat the hell out the Europeans at Dreamhack and then they started to cry about how boring the chinese metagame was.
Then Icefrog changed DotA a lot with the Reliable gold, Smoke of Deceit and many other changes...

You heard wrong.

Reliable gold? Didn't even notice that's still in the game. The only things that helped EU are the nerfs on blink dagger and storm spirit and the buffs on noob stuns like sven's. A lot of people coming from Real3 are sad there's no more stun dodging.
