Valve will no longer return scammed items

In their usual fashion, Valve has silently made alterations to their Scam FAQ stating that scammed items on Steam will not be returned to the original owner. The difference is that in the previous iteration, Valve would in most cases return the items to scammed users if they lodge a report via the ticketing system with a legit complaint.

Valve's recent change to the Scam FAQ explains that the reason for the change is due to, "Our community assigns an item a value that is at least partially determined by that item's scarcity. If more copies of the item are added to the economy through inventory rollbacks, the value of every other instance of that item would be reduced."

There are a lot of types of way a scammer can steal some items and Valve believes that the information they provided on their website is sufficient to reduce the number of scam incidents in the future. 

"We sympathize with people who fall victim to scams, but we provide enough information on our website and within our trading system to help users make good trading decisions. All trade scams can be avoided."

Regardless, scammed users are still encouraged to report their offenders so that Valve can bring justice to them.
