Well I haven't tried it but I think you shouldn't click on "download file"; choose "open file" instead and use a player like winamp, vlc, etc.

I think they're having trouble to make the livestream work appropriately...
Other than that, there's no English shoutcast, sorry. The German one is available here: http://streams.gamesports.net/wc3-1.pls. The link to the French one is yet to be posted. ;)
