if you're in a trading farm scenario then yes, you should have at least 60 creeps every 10 minutes (as carry hero ofc). If you go trilane vs trilane then its alright to be behind in the first 10 minutes, but you should be able to catch up in the next 10. Then theres the scenario where you'll have fairly low cs (30 at first 10 minutes), but you try to make it up in kills or pushing towers. Every carry hero has different benchmarks... its hard to explain in one general statement :p
