I don't like it, more runes = less chance to get reg, and I almost jizz myself when I find a reg rune when I am low hp.

Meh, current runes are fine. They can be used at all times, unlike this one (as you pointed out).

DotA 2 will be here soon anyway...

if in the future its approved the "greater empty bottle recipe" maybe i would think about adding a new rune.
But the design looks cool
